DILG Secretary Jonvic Remulla Proposes Abolishing Sangguniang Kabataan Amid Declining Youth Participation

During a recent budget hearing in the House of Representatives, Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla raised the possibility of abolishing the Sangguniang Kabataan (SK), citing concerns over its effectiveness and relevance in today’s governance landscape.

Remulla pointed out a noticeable decline in youth engagement within the SK, which was originally established to represent young voices in local government. He noted that instead of empowering youth leaders, the SK has increasingly come under the influence of barangay captains, compromising its independence and purpose.

“The SK was meant to be the youth’s platform in governance, but it seems to be losing its identity,” Remulla said. He emphasized the need to reassess whether the SK still serves its intended function or if reforms—or even abolition—are necessary to better represent the youth.

The proposal sparked mixed reactions from lawmakers and youth advocates. Some agreed with Remulla’s observations, arguing that the SK has become ineffective and overly politicized. Others, however, defended the institution, saying that the problem lies not in the concept but in the lack of proper training, resources, and support for young leaders.

Remulla clarified that the DILG is open to consultations and further discussions on the matter. He also suggested exploring alternative mechanisms to ensure that the youth continue to have a meaningful role in governance, even if the SK is eventually dissolved.

As the debate continues, the future of the Sangguniang Kabataan hangs in the balance. Whether through reform or replacement, the goal remains clear: to ensure that the voices of young Filipinos are heard and valued in shaping the nation’s future.
