PROJECT LAPIS: Learning Assistance Program and Inclusive Support Launched in Carmona Under Mayor Dahlia Loyola’s Leadership

Carmona, Cavite — The Local Government of Carmona, led by Mayor Dahlia Loyola, through the Community Affairs and Youth Development Office, proudly launched Project LAPIS (Learning Assistance Program and Inclusive Support), a flagship literacy initiative aimed at strengthening educational opportunities for children and youth in the city.  

Project LAPIS is designed to support struggling readers and Out-of-School Children and Youth (OSCY), ensuring that every learner has equal access to quality education. This program underscores Carmona’s commitment to inclusivity and excellence in education, fully aligned with Sustainable Development Goal (SDG) 4: Quality Education.  

The initiative is a product of multi-sectoral and community-based collaboration, bringing together local organizations and youth groups to champion literacy and learning. Among the key partners are the Carmona Children’s Federation, Iskolar ng Bayan ng Carmona, Layag Kabataan, JCI Carmona, and the Rotaract Club of Carmona.  

Mayor Dahlia Loyola expressed her gratitude to the partner organizations and emphasized the city’s dedication to ensuring that no child is left behind in education:  

“Education is the foundation of progress. Through Project LAPIS, we reaffirm our commitment to provide every child and youth in Carmona the chance to learn, grow, and succeed,” Mayor Loyola stated.  

With Project LAPIS, Carmona takes a bold step toward building a future where education is truly inclusive, equitable, and empowering.
