Congresswoman Lani Mercado-Revilla Welcomes BJMP Bacoor Officials, Strengthens Local Partnership for Humane Jail Management

In a continued show of inclusive leadership and civic collaboration, Cong. Lani Mercado-Revilla reaffirmed her administration’s commitment to inter-agency cooperation by welcoming key officials from the Bureau of Jail Management and Penology (BJMP) Bacoor. Her office remains open to national agencies working toward public welfare, rehabilitation, and community safety—underscoring the city’s dedication to holistic governance.

The visit highlighted the appointment of JSUPT Christopher Penilla as Warden of BJMP Bacoor Male Dorm and JSINSP Sally Buguis as Warden of BJMP Bacoor Female Dorm. Both officials were commended for their dedication to upholding humane standards and implementing reformative programs for Persons Deprived of Liberty (PDLs) under their care. Mayor Lani expressed her full support for their leadership, noting that their work aligns with the city’s values of compassion, dignity, and second chances.

“Our office is always open to agencies that serve with integrity and heart. We stand united with BJMP in their mission to uplift lives and restore hope,” Cong. Lani said, echoing the spirit of her flagship program, #AlagangAteLani. The initiative continues to champion responsive governance and people-centered service across Bacoor.

The partnership between the City Government of Bacoor and BJMP Bacoor has led to strengthened coordination in areas such as skills training, psychosocial support, and spiritual formation for PDLs. These programs aim to prepare inmates for reintegration into society, fostering a culture of rehabilitation rather than punishment.

This renewed collaboration also reflects the city’s broader vision of inclusive development, where every sector—regardless of circumstance—is given the opportunity to grow, heal, and contribute. By opening its doors to BJMP and other civic institutions, Bacoor sets a model for local governance rooted in empathy, accountability, and shared responsibility.

As Bacoor continues to expand its social programs and institutional partnerships, Congresswoman Lani’s leadership remains a beacon of proactive service and transformative impact—ensuring that no one is left behind in the journey toward a safer, more compassionate community.
