City of Carmona Wins Prestigious United Nations Public Service Award

Carmona, Cavite — July 2026 — The City Government of Carmona, under the leadership of Mayor Dahlia Loyola, has achieved a historic milestone as the only local government unit (LGU) from the Philippines recognized in the 2026 United Nations Public Service Awards (UNPSA).  

Carmona was honored in the category “Delivering Inclusive and Equitable Services to Leave No One Behind” for its groundbreaking program, the Holistic Framework for Disability-Inclusive Governance (Kalingyakap).  

From over 700 nominations across 62 countries, Carmona stood out for its innovative and inclusive approach to public service, ensuring that persons with disabilities are empowered and integrated into governance and community development. The award was formally presented in Tbilisi, Georgia, and personally accepted by Mayor Loyola, accompanied by Vice Mayor Cesar L. Ines, Jr., and a representative of the Sangguniang Panlungsod.  

This achievement highlights the vital contributions of the Office of the Persons with Disability Affairs Officer (PDAO), led by Ms. Rosebelle Mercurio, and Mr. Tomas Delos Santos, whose dedication and leadership were instrumental in the success of the Kalingyakap program.  

Mayor Loyola expressed pride in the recognition, stating:  

“This award affirms our commitment that in Carmona, no one will be left behind. Our guiding principle remains clear  Bayan Muna Lagi at Dapat Angat Lahat.”  

The United Nations Public Service Awards is the most prestigious international recognition of excellence in public service, celebrating institutions that demonstrate innovation, inclusivity, and impact in governance. Carmona’s victory underscores the Philippines’ growing leadership in advancing disability-inclusive policies and programs on the global stage.
