House Bill No. 7628 Institutionalizing Financial Literacy in Tech-Voc Education Approved on Final Reading  

Manila, Philippines – The House of Representatives has approved on third and final reading House Bill No. 7628, a landmark measure authored by Cavite Representative Lani Mercado-Revilla, which seeks to integrate a personal financial literacy course into the curriculum of technical-vocational institutions under the Technical Education and Skills Development Authority (TESDA).  

The bill aims to strengthen the financial literacy of Filipino students, workers, and trainees nationwide by ensuring that graduates of Technical-Vocational Education and Training (TVET) programs are equipped not only with technical competencies but also with essential financial knowledge.  

Rep. Mercado-Revilla emphasized that the institutionalization of financial education in tech-voc programs will help young Filipinos develop discipline in spending, safeguard their income, avoid unnecessary debt, and prepare for future financial needs such as business ventures, home ownership, education, and retirement.  

“Financial literacy is a life skill. By embedding it in our tech-voc education system, we empower our youth and workforce to make sound financial decisions that will secure their future,” Mercado-Revilla said.  

Once enacted, the measure is expected to produce a new generation of graduates who are not only job-ready but also financially responsible, contributing to the long-term economic resilience of Filipino families and communities.
